This is a humble polite expression which is used when the speaker wishes to be polite to the person affected by V, the action performed by the speaker (or the speaker's in-group member). This sense of respect is demonstrated by lowering the speaker himself/herself (or his/her in-group member) and therefore elevating the person for whom the action is intended.

Many of the "VNする" words, or "action noun + する" verbs (e.g., れんらくする[contact; notify], 相談する[consult], 説明する[explain]) are turned into the humble polite by putting ご at the beginning: ごVNする.

The action must be something which affects the person for whom the speaker shows respect.
