The negative i-adjectives (in both nonpast and past) have two forms.
暑くないです(It is not hot.)(Lesson 2) = 暑くありません(It is not hot.)
寒くなかったです(It was not cold.)(Lesson 5) = 寒くありませんでした(It was not cold.)
The following shows how to express a concern for the person spoken to using the negative question, and how to answer that question. Although the question is negative in form, it does not have a negative meaning; therefore, the answer is はい/ええ、Aいです if one wishes to confirm the other person's concern. If one wishes to assure that s/he is all right, the answer is いいえ、A(い)-くありません(だいじょうぶです[I'm OK; I'm all right]).
A(い)-くありませんか is an indirect and polite equivalent of Aいでしょう↑.
The other negative form, A(い)-くないですか, can be used in the same way. Na-adjectives and nouns are also used in the same way.
A: 暑くありませんか。
Isn't it hot?
A: →ええ、暑いです。
Yes, it's hot.
B: →いいえ、暑くありません。大丈夫です。
No, it's not hot. I'm fine.
